Going by the picture it looks like they used 2X8 for joist, which is pretty standard if placed @ 16" on center, however not seeing better pictures of the roof pitch, roof bracing, amount of snow on top, etc. It could be a garage owner's mistake for not raking the snow off the roof.
We (northeast) have seen amounts of snow like never before, records have been broken all over the states. Any home/building owner with a little common sense should know not to underestimate mother nature.
